In all the gangster movies "Numbers" is always one of the things the organized crime syndicates do. what is it?What exactly is "runing numbers" or "the numbers racket"?
It is a numerical daily lottery played for very low stakes.
At one time the daily number was the last 3 numbers in the day's close of the Dow Jones.
In this way the betters could always see if they hit.
Now the government also offers 'daily numbers' games and more advanced forms like Powerball.
I have no idea if the state has full control of the numbers racket or if some folks still play the illegal game because winnings are tax free.
