A 6850 has one 6-pins power connector, which means an extra 75 watt on top of the 75 watt it draws from the motherboard... that's 150 watt at max stressing...
Overclocking will not add to the power consumption, unless you're gonna tinker with the voltage settings.
So, overall your 450 watt supply should be enough, provided it isn't too old and that it has a reasonable efficiency...
The reason why your card acts weird probably is most likely because you over-overclocked it...Radeon club 3D 6850 craphics card?
I believe so, 450watts is pretty weak.
